Background 

Changes made to the Ontario Police Services Act in 2019 require municipalities to develop and adopt plans that address root causes of crime and complex social issues by focusing holistically on social development, prevention, and risk prevention. These plans – referred to as Community Safety and Well-Being (CSWB) plans – recognize that complex issues cannot be addressed in isolation or solely on an incident response basis.

As such, municipalities must work on CSWB plans in partnership with multi-sectoral advisory committees that include representatives from social and community organizations, school boards, boards of health, the police service, and any other local service providers working to protect or enhance safety and well-being.

Development of the CSWB Plan

The Huron County Community Safety and Well Being Plan was prepared in collaboration with all 9 lower-tier municipalities in Huron County and a multi-sectoral Advisory Committee that included representatives from social and community organizations, school boards, boards of health, the police service and other local service providers working to protect or enhance safety and well-being.

In June 2021, South Huron formally adopted the Community Safety and Well-Being (CSWB) Plan. Read the news release from July 13th, 2021 for more information.

The following four (4) priority areas for action were identified in the CSWB Plan:

  1. Mental Health and Addictions;
  2. Housing Stability and Homelessness;
  3. Domestic and Family Violence; and
  4. Community Security.

Implementation of the CSWB Plan 

The plan's implementation will be done by a multi-sectoral Oversight Committee. This approach to community safety and well-being recognizes that complex social problems cannot be addressed by the police alone. Local service providers working in areas such as health, mental health and addictions, education, community and social services, and children and youth services play an integral role.
